Our Team

UDLR Healthcare is run by a team of executives from Healthcare Trust of America (NYSE: HTA), the largest owner and operator of MOBs in the U.S.¹ prior to its sale to Healthcare Realty Trust (NYSE: HR). These executives had key roles running this vertically integrated REIT that owned and operated a portfolio of MOBs totaled over 26 million SF² located in leading markets across the U.S. The executive team of sector specialists average nearly 20 years of MOB and real estate investment and operation experience utilizing a data driven approach at scale.

Robert Milligan

Chief Executive Officer

Robert Milligan is a seasoned healthcare real estate leader, serving most recently as the CFO of Healthcare Trust of America (NYSE: HTA), the largest owner and operator of MOBs until its sale to Healthcare Realty Trust (NYSE: HR) in 2022. In this role, he oversaw all aspects of the company’s finance and corporate operations, investment activities, and property operations. Prior to HTA, he worked at Bank of America Merrill Lynch, focusing on healthcare and financial sponsors clients, and started his career at General Electric.

His commitment to the healthcare sector is deep, stemming from a family of medical professionals. In addition to his professional experience, he was a founding board member for Revista Med and investor and advisory board member for several healthcare and educational organizations.

Mr. Milligan holds a Bachelor of Science in Economics and Finance from Arizona State University and a Master of Business Administration from the University of Chicago, Booth School of Business.

Todd Sloan

Executive Vice President of Investments

Todd Sloan has spent nearly two decades in the healthcare real estate sector, and brings extensive experience and established relationships to his role at UDLR. Based in Atlanta, Sloan spent the last decade at HTA/HR where he was responsible for the company’s east coast leasing and business development. In these roles, he curated a MOB portfolio that totaled almost 13 million square feet, while also sourcing investments and driving business development with health systems and large physician groups.

Sloan’s professional journey also includes an 8-year tenure as the Vice President of Leasing & Sales at HealthAmerica Realty Group, a prominent healthcare brokerage firm in the Southeast.

Mr. Sloan holds a Bachelor of Science in History from The University of Georgia.

Olivia Waalboer

Chief Operating Officer

Olivia Waalboer is an experienced real estate executive, working for industry leaders in property operations, accounting and information technology over two decades. She spent the last 7 years at HTA, most recently as the Senior Vice President and Corporate Controller. In this position, Ms. Waalboer managed the company’s centralized operations group, operational finance and accounting, and IT/ analytics infrastructure that served almost 500 properties across 26 million square feet.

Prior to HTA/ HR, she served in key accounting and operational roles for Greystar Real Estate Partners and AvalonBay Communities. In these roles, she excelled in various operational and investment accounting roles, showcasing her versatility and depth of knowledge in the field.

Ms. Waalboer holds a Bachelor of Science in Accountancy from Indiana University South Bend.

Matt Mason

Chief Legal Officer

Mr. Mason previously served as the General Counsel at Clear Sky Capital, a real estate investment management and development company, with investments in Multifamily, Self-Storage, Manufactured Housing, and car washes throughout the U.S. and the U.K.. Before joining Clear Sky, Mr. Mason was a partner and shareholder at Gallagher & Kennedy, a large regional law firm in the southwestern United States. In his career, has represented clients in well over $1 billion worth of complex real estate and corporate transactions. He has also served on multiple statewide boards focused on real estate and education in Arizona.

Mr. Mason is admitted to the practice of law in all state and federal courts in the State of Arizona and is a member of the State Bar of Arizona. He earned a Juris Doctor and a Master of Dispute Resolution from Pepperdine University School of Law, and a Bachelor of Science in Political Science from Arizona State University.

Jeff Spiller

Senior Vice President of Construction & Facilities

Jeff Spiller is a leader in the construction and development of healthcare real estate. In his 25+ year career, he has built over $2 billion in healthcare projects totaling more than 2 million square feet. He most recently served as the Vice President of Construction at HTA, where he led the company’s development and re-development teams and projects throughout the United States.

Mr. Spiller spent the first part of his career working for renowned contractors like Walsh Construction and Mortensen Construction. In these roles, he managed projects valued at over $1 billion, predominantly in the healthcare sector, showcasing his capacity to handle large-scale and complex developments with precision and efficiency.

Mr. Spiller holds an Associate of Science in Construction Technology and a Bachelor of Science in Advanced Technical Studies from Southern Illinois University. He is also a member of the Central Arizona Society for Healthcare Engineering (CASHE).

Austin Brooker

Vice President of Investments

Austin Brooker is an experienced finance leader, with diverse experience in investment performance and corporate finance. He has spent the last 5 years at HTA/HR where he has focused on asset forecasting and strategic reporting of its 44 million SF portfolio of MOBs. Prior to HTA, Mr. Brooker has spent most of his career managing corporate finance operations in various industries – including construction, retail, and software.

Mr. Brooker holds a Bachelor of Science in Finance from the Ivy College of Business at Iowa State University. He also sits on the board for the City of Scottsdale’s self-insured Loss Trust Fund.

Audra McCament

Asset Management

Audra McCament has over 14 years of experience in the real estate sector, her most recent roles include managing Lease Administration and Billing at Healthcare Realty and Healthcare Trust of America.

Her professional journey also spans other prestigious firms, such as VEREIT and Waypoint Homes, where she further developed her skill set. McCament’s proficiency lies in commercial lease administration, adeptly serving both landlords and tenants. She is particularly skilled in navigating the intricate aspects of commercial leases and excels in fostering and maintaining positive tenant relationships.

Ms. McCament is an alumna of Westford College of Real Estate.
